Spartan Solutions, LLC offers expertise, wisdom and a proven successful track record of combined eighty years on the owner’s side and the contractor’s side. Spartan Solutions team is highly commended and respected in the industry for maintaining the highest level of ethical behavior with the very highest integrity.

During their respective careers, some of this country’s largest, most complicated and challenging projects were administered and successfully brought to completion by this team. The combined efforts from the owner and contractor’s side to devise alternative methods to manage projects have resulted in repetitive successful projects from both sides.

Henry Borchers           Henry Borchers

Henry Borchers is the Treasurer and Chief Financial Officer of Spartan Solutions, LLC. Mr. Borchers held the position of Assistant Controller at Atlantic Express Transportation Group. Prior to that he was a supervisor for a Cranford, NJ based Accounting and Auditing firm and spent 11 years at various positions within the American Stock Exchange.  Mr. Borchers holds an MBA from Rutgers University and a BS in accounting from the New York University Stern School of Business. He is also a CPA, a member of the American Institute of Certified Public Accountants and the New Jersey Society of Certified Public Accountants.

Sherry Little          Sherry Little

Sherry Little is Co-founder of Spartan Solutions, LLC. Ms. Little served as deputy administrator, the acting administrator of the Federal Transit Administration from February 2007 to January 2009. During her tenure, Ms. Little took the lead in helping FTA to implement its regulatory and legislative agenda and recruited private sector participation in public-private partnerships to help finance public transportation partnerships nationwide. Ms. Little formerly served as a senior staff member of the U.S. Senate Committee on Banking, Housing and Urban Affairs, where she authored the Senate’s version of the Safe, Accountable, Flexible, Efficient Transportation Equity Act of 2005.
Salvatore Mancini           Salvatore Mancini

Salvatore Mancini is Advisor/Consultant at Spartan Solutions, LLC.  Mr. Mancini was recently President and Chief Executive Officer of Skanska USA Civil, one of the four largest heavy civil contractors in the United States. The projects at Skanska USA Civil consist of the Air Train at JFK Airport; the Cooper River Bridge in Charleston, South Carolina; Escambia Bridge in Pensacola, Florida; Prado Dam in Southern California; the transportation Hub at the World Trade Center; and the recently awarded 2nd Avenue Subway project in New York City.  Before joining Skanska USA Civil, Mr. Mancini was Executive Vice President and Chief Operating Officer at Slattery Construction Company. Sal has been honored by the Concrete Industry Board in 2001 with its Leader of Industry Award and by the New York Building Congress with its Leadership Award in Construction in 2006 and in 2008, was awarded “The Moles award for outstanding achievement in construction”.

          

Severn Miller is Counsel to Spartan Solutions, LLC.  Mr. Miller served as the Chief Counsel of the Federal Transit Administration, where he was responsible for all aspects of FTA's legal activities, headed a staff of 25 attorneys, and participated in developing policy on all significant matters before the agency, including FTA’s implementation of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (or “SAFETEA-LU”).  He brings more than 17 years of broad-based legal and strategic counseling experience supporting a $10 Billion per-year federal agency, representing and advising law-firm business clients, and serving as General Counsel to the Maryland Governor's re-election campaign. Mr. Miller earned his Juris Doctor, cum laude, from the Washington and Lee University School of Law and his Bachelor of Arts degree from Brown University.

Mysore               Mysore

Mysore Nagaraja is Co-founder and Chairman of Spartan Solutions, LLC. Mr. Nagaraja was most recently responsible for overseeing the Metropolitan Transportation Authority’s multi-billion dollar capital system expansion projects in New York City. In this capacity, he was president of the Capital Construction Company, reporting to the MTA executive director. He has delivered more than $20 billion in capital projects for the MTA and earned a reputation for staying within budget and completing projects on or ahead of schedule. Mr. Nagaraja is also the former senior vice president and chief engineer in the Department of Capital Program Management at New York City Transit. Mr. Nagaraja is a licensed professional engineer.
