Salvatore Mancini is Partner of Spartan Solutions, LLC. Salvatore was recently President and Chief Executive Officer of Skanska USA Civil, one of the four largest heavy civil contractors in the United States. The projects at Skanska USA Civil consist of the Air Train at JFK Airport; the Cooper River Bridge in Charleston, South Carolina; Escambia Bridge in Pensacola, Florida; Prado Dam in Southern California; the transportation Hub at the World Trade Center; and the recently awarded 2nd Avenue Subway project in New York City.

Susan Borinsky

 

Susan Borinsky


Susan Borinsky is the Director of Planning Services at Spartan Solutions, LLC. As the Associate Administrator for Planning and Environment in the Federal Transit Administration (FTA) for four years, Susan directed the evaluation of major transit projects seeking funding as "New Starts" or "Small Starts."

She also guided the development of Federal policy and guidance for local and state transportation planning and for environmental review of FTA-funded projects. In addition, Susan served as FTA’s Regional Administrator for the mid-Atlantic States and the District of Columbia. Before joining FTA, she practiced law in Virginia. Susan has a law degree from the Georgetown University Law Center and a Master of Environmental Law from the George Washington University Law School.

Jennifer Dixon currently serves as Marketing Director for Spartan Solutions, LLC. Previously, Jennifer was Director of Marketing for DocuSys, an anesthesia software company based in Atlanta, GA. She managed all aspects of advertising, public relations, website layout and design, product marketing, and coordinated all national and regional tradeshows. Jennifer received her BA Degree in Public Relations and Marketing from the University of South Alabama.

Matthew Scaramuzzi


Matthew Scaramuzzi is a Project Engineer at Spartan Solutions, LLC. Matthew graduated, cum laude, from Rutgers, The State University of New Jersey, in May of 2011 with a B.S. in Civil Engineering and has started pursuing a Masters degree in Structural engineering at Rutgers Graduate School. During Matthew 's collegiate career, he worked as a structural design intern with Severud Associates, where he aided in the design of high-rise buildings throughout the New York City area.
 
 
Erika Quinn
Erika Quinn


Erika Quinn currently leads the research team at Spartan Solutions, LLC. Previously, she worked for a nonprofit, education-reform organization based in New York City implementing and advancing their fundraising and communications strategies. Additionally, Erika has directed the resource development activities at a Chicago-based affordable housing developer, working to diversify and expand the organization’s private sources of income. Erika holds a BA in Pre-Medicine and Psychology from the University of Notre Dame.
